Most game developers that I know want to make games that are fun to play. How many fun to play games do you know about that make millions of dollars? I am pretty sure that you will come across many indie gems, like Fran Bow, which are very fun to play. Do they ever beat a game that is designed to sell well and is attractive for the casual player?
Instead of engineering the perfect fun to play game, many business-minded game developers focus on making games that "statistically" will sell well. And what happens after they release their game, you ask? Well, even if they do not generate millions of dollars, they still make some money.

They focus on developing an attractive brand, a cool tile, an awesome thumbnail, and an interesting trailer. Even if the game is not good, it ends up making money because people want to find out just want is really in it.
Of course, the review system can negatively impact the sales of your game. So I am not saying that do not make a fun to play game. Instead, don't focus on only making fun to play game and expect it to market itself. Spend most of your budget and time on marketing the product which is required if you want to create a successful business.
